CALL TO ORDER
Chair Burgin called the regular meeting of the Parks & Open Space Commission to order at 7:40 P.M., Tuesday, March 13, 2001, in the Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California.

B. PUBLIC QUESTIONS AND COMMENTS
There were none.
C. STAFF AND COMMISSION BRIEFING
Planning Director Anderson advised the Commission that the membership reduction for the POSC would be effective on April 6, 2001. After that date only three Commissioners would be required to achieve a quorum. Anderson also noted that Zelinsky Park was now under construction and that the invasive plants and trees were removed in the last week.
D. ELECTION OF VICE-CHAIR
Chair Burgin opened the floor to nominations. Commissioner Zender nominated Commissioner Canter. The nomination was seconded by Commissioner Lindqvist and accepted by Commissioner Canter. The Commission voted 4-0 to elect Commissioner Canter as Vice-Chair.
E. CONSENT CALENDAR
Minutes of February 13, 2001 (No. 184) M/S Canter/Zender (4-0) to approve as corrected.
Corrections: page 2, 2nd paragraph, add a sentence indicating that Chair Burgin and Commissioner Lindquist had inquired whether the open water area between Guaymas Restaurant and Shoreline Park could be covered over to make a continuous connection.
Commissioner Canter requested that a letter be sent to Ghilotti Brothers regarding their responsibility to hydroseed any disturbed areas of Blackies Pasture Park upon completion of the Greenwood Beach Drainage project.
F. BUSINESS ITEMS
Historic Photo Displays along Richardson Bay Lineal Path: Request by Tiburon Peninsula Foundation for installation of eight (8) photo display stations from Blackies Pasture to the Downtown Shoreline Park
Anderson presented the staff report, noting that this project had been in the works for years and that it had been presented to the POSC on at least two prior occasions in a more conceptual form. At this time, precise locations for stations were proposed, and had been the subject of a POSC field trip in early March. Notes from that meeting were included in the staff report.
Larry Smith, representing the Tiburon Peninsula Foundation, briefly recapped the field trip and indicated that minor adjustments to the location of proposed Stations #4 and #7 were acceptable. He stated that Station #4, along the Multi-use Path near Gilmartin Drive, would be installed first as a prototype. Mr. Smith distributed for review the actual photos from which the displays will be adapted. The Commission expressed delight with the photos and the project. Two corrections to the field trip notes were made: 1) change "south" to "north" in the discussion of site #4, and 2) change "site #8" to "site #7".
Chair Burgin thanked Mr. Smith for the tremendous effort involved in this project and for the good works of the Tiburon Peninsula Foundation in support of the community.
M/S Lindqvist/Canter (4-0) to forward the photo display project to the Town Council with a recommendation for approval with the location adjustments to Stations #4 and #7.
Quantity of Signs in Blackies Pasture Park & Along Multi-use Path
Anderson presented the staff report, noting that this issue went back some years and that the prior POSC multi-use path subcommittee had not participated in earlier efforts to develop a sign reduction plan for the multi-use path. Anderson stated that Larry Smith had been involved in the earlier effort and could brief the POSC on a recent meeting with the Chief of Police.
Mr. Smith provided the POSC with additional background, including a meeting where the former Police Chief expressed reservations about enforcement if signs were removed. Just recently, new signs had been placed at the entrance to Blackies Pasture Park that the new Police Chief believed were enforceable without additional signs further along the path.
Commissioner Canter observed that cars often go right past the signs and drive down the path toward the Sanitary District offices.
Mr. Smith indicated that many signs could be removed from along the path. He also stated that Blackies Grove would be back once again in a new location closer to the "Meadow" area of the Park. He thought that a low berm could be placed along Brunini Way to discourage cars from going into the restricted area. Commissioner Lindqvist suggested that a row of boulders, or a chain, could perform the same function.
Chair Burgin stated that she had walked the multi-use path and thought that about ten signs could be removed. She thought that one of the large green signs at the entrance could be relocated closer to the Park entrance at Tiburon Boulevard. She also said that the "cross-traffic" sign near the restrooms is misplaced. Mr. Smith agreed.
The Commission determined that the Multi-use Path Subcommittee, to be selected later in the meeting, should work with Mr. Smith, the Police Chief and Public Works Department on a sign reduction plan to be implemented by Public Works Department.
South of Knoll Park Furniture
Anderson presented the staff report, noting that the POSC had recommended purchase of benches, a game table and a sign at its last meeting. This meeting was to determine the exact style of the furniture to be recommended for purchase. He also indicated that the three drinking fountains had arrived and would be installed within the next 2-3 weeks.
Regarding the South of Knoll Park sign, Chair Burgin suggested that a wooden sign similar to the one reading "No Motorized Vehicles" near the Sanitary District offices would be an appropriate style of sign.
There was extended discussion of various styles and materials for benches and game tables, including ceramic, recycled plastic, and wood. Game tables in Lytton Square in Mill Valley were discussed.
It was the consensus of the Commission to recommend the following furniture purchases:
Benches: For the area in South of Knoll Park closer to the Multi-use Path, purchase two (2) 6-foot long contour benches, "TimberForm Greenway Model No. 2140-6". For the area in South of Knoll Park backing up to the hill, purchase one (1) 10-foot long contour bench "TimberForm Greenway Model No. 2140-10".
Game Tables: For both South of Knoll Park and Cypress Hollow Park, purchase "Columbia Cascade Model No. 2052" with four seats, unless informed that the game tables must be ADA accessible, in which case purchase "Columbia Cascade Model No. 2053" with only three seats to allow for wheelchair accessibility. Staff was directed to consult with the Towns ADA consultant regarding compliance before determining which game tables to purchase.
Commissioner Lindqvist expressed concern that the benches not suffer the same design flaws that have caused other benches to rot from accumulation of debris between slats.
G. SUBCOMMITTEE REPORTS
Reorganization of Subcommittees based upon membership changes and status report from all subcommittees.
Anderson presented the staff report indicating that the various POSC subcommittees should provide status reports and then be reorganized based upon changes in membership or completion of the assigned tasks.
Commissioner Zender indicated that the Ridge Trail Subcommittee had completed its trail sign program for the Tiburon Ridge Trail, and that its focus would now shift to the tributary trails, including the Acacia Drive to Seafirth Estates connector.
Commissioner Canter provided a brief update of the Belveron Mini-Park Subcommittee. Commissioner Zender wondered if the Paradise Cay Park should be included with this subcommittees work, since that park project was now proceeding after the intervention of Supervisor Rose.
Chair Burgin provided an update of the Coastal Clean-Up Subcommittee, noting that the major clean up was in the Fall, with a smaller once often held in the Spring.
It was agreed that the Multi-Use Path subcommittee needed to be overhauled as both members were no longer on the POSC. It was further agreed that the South of Knoll Park Subcommittee had been providing regular updates at POSC meetings, and no update was needed at this meeting.
Regarding existing furniture along the Richardson Bay Lineal Path, Chair Burgin noted that a bench near Gilmartin Drive was missing a wooden slat and should be repaired, and that repair of a bench in South of Knoll Park was done poorly leaving mismatched wooden slats and paint. It was also noted that portable toilet in South of Knoll Park was covered with graffiti and should be cleaned or replaced.
Commissioner Zender provided an update regarding the tile program at South of Knoll Playground, and explained that the previous tile company was not being responsive due to illnesses, and that she was attempting to match previous tile sizes and colors for the re-energized tile program. The Commission suggested a few other tile sources to contact for matching tiles, but authorized Commissioner Zender to use her discretion in deciding tiles color and/or framing options for the installation of the new tiles.
The Commission also requested that staff follow up with Public Works to determine if the newspaper-style plastic bag dispensers had been installed in various park locations as directed a year ago by the Town Council.
The Commission made the following decisions regarding the subcommittees:

The Belveron Mini-Park Subcommittee and Multi-use Path Subcommittee were expected to meet prior to the next regular POSC meeting, likely to be held in May. Staff would coordinate the subcommittee meetings.
H. ADJOURNMENT
The meeting was adjourned at 9:25 PM with Staff to advise the Commission only if an April meeting was to be held. Otherwise it would be cancelled.
