PARKS & OPEN SPACE COMMISSION
CALL TO ORDER
Chair Sullivan called the regular meeting of the Parks & Open Space Commission to order at 8:03 P.M., Tuesday, September 14, 1999, in the Town Council Chambers, 1505 Tiburon Boulevard., Tiburon, California.

PRESENT: COMMISSIONERS: Sullivan, Canter, Fredericks, Zender.
ABSENT: COMMISSIONERS: Allen, Burgin, Eth.
EX-OFFICIO: Planning Director Anderson, Police Chief Herley.
B. PUBLIC QUESTIONS AND COMMENTS
There were none.
C. STAFF AND COMMISSION BRIEFING
There were none
D. ELECTION OF CHAIR AND VICE-CHAIR
M/S Fredericks/Zender (4-0) to elect Canter as Chair.
M/S Zender/Fredericks (4-0) to elect Burgin as Vice-Chair.
Chair Canter received the gavel and presided over the meeting.
E. CONSENT CALENDAR
1. Minutes of July 13, 1999 (No. 169) Approved as submitted (4-0).
F. BUSINESS ITEMS
2. Policing Issues (Tiburon Police Department)
The Commission and Police Chief Herley discussed policing issues for the multi-use path. The three areas of concern were 1) bicyclists going too fast on the path, 2) dog litter on the path, and 3) enforcing the current leash law.
While the Police Department does not have enough personnel to have an officer police the path on a regular basis, they will try to increase enforcement to help curtail the problems.
It was agreed that developing more informative signage and starting an educational campaign about the issues could result in a significant improvement. The Multi-use Path subcommittee (Eth & Allen) will meet with the Police on the path to evaluate where signs are needed and what they should say. They will also look into adding equipment to enable people to clean up after their dogs.
3. Subcommittee Assignments.
The final list of subcommittee assignments was included in the packet.
4. Richardson Bay Lineal Park Multi-Use Path Survey Update.
The results collected to date were distributed in spreadsheet form for analysis. Mr. Anderson felt the survey should be continued, trying to get information from bicyclists rather than just a count.
5. Tiburon Ridge Trail Signage Program Update.
Staff had selected fourteen locations for new signs along the ridge trail. More signs will be installed next year. No vandalism had been noted on any of the signs already installed.
6. Horseshoe Pits @ South of the Knoll Park
Joint Recreation was not interested in maintaining the horseshoe pits. The pits would not generate enough money to be self-supporting. At the last meeting the preference was to remove the pits if they could not be maintained. It was the consensus of the Commission to refer this issue to the multi-use path subcommittee to include in the assessment of signage.
G. SUBCOMMITTEE REPORTS
7. Shoreline Cleanup (Commissioner Sullivan)
Commissioner Sullivan explained that 1,000 flyers had been sent to the schools and other locations around town, and press releases sent to the papers. The primary focus of the day is to clean up the shoreline. But also important is the educational value and making children and adults aware of where the trash comes from.
The Commission discussed the logistics of the day (September 18).
Sullivan also asked for a report on the Zelinsky Plaza subcommittee. Mr. Anderson advised that Mr. Ross had submitted a scaled back plan. It will require some grading. There are benches and a lawn area, the bike path is directed around the plaza, and there would be no lighting. If the Town Council approved this concept, it would likely go back to the Floodplain Landscape Committee and come again to the POSC in a final version.
H. CORRESPONDENCE
8. Letter from Danica Lundberg re: Old Tiburon Beautification
The issues addressed in this letter will be agendized for discussion at a future meeting, and Ms. Lundberg notified of the date.

The Commissioners thanked Brian Sullivan for doing a good job as Chair.
The Commission requested that the issue of vandalism of Blackies Statue be placed on the next agenda.
There being no further business of the Parks & Open Space Commission, the meeting was adjourned at 9:28 P.M.
