CALL TO ORDER
Chair Burgin called the regular meeting of the Parks & Open Space Commission to order at 7:35 P.M., Tuesday, June 12, 2001, in the Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California.

B. PUBLIC QUESTIONS AND COMMENTS
There were none.
C. STAFF AND COMMISSION BRIEFING
Planning Director Anderson announced that a new full time Town Engineer/Public Works Director had been hired by the Town, and would begin work shortly. He noted that this new position would have positive implications for staffing of the Parks & Open Space Commission.
D. CONSENT CALENDAR
Minutes of March 13, 2001 (No. 185) M/S Canter/Lindqvist (3-0) to approve as submitted.
E. BUSINESS ITEMS
Recap of Town Council/POSC Workshop (Discussion)
Planning Director Anderson provided a recap of the recent Town Council/Parks & Open Space Commission workshop. All agreed that the workshop had been valuable and had provided the Commission with useful guidance for its upcoming term. The concept of each Commissioner choosing one or two feasible projects and working toward its completion was applauded.
The Commission noted that Commissioner Brian Sullivan had resigned after many years of dedicated service, and asked Staff to notify them when he received his recognition award from the Town Council. Staff noted that the recognition awards are made on an annual or biennial basis.
Appoint member to Tiburon Ridge Trail Subcommittee to replace Brian Sullivan
The Commission appointed Commissioner Lindqvist to the Tiburon Ridge Trails Subcommittee to replace former Commissioner Sullivan.
Tiburon Ridge Trail Connecting Pathways (Discussion)
Planning Director Anderson stated that this item was raised at the Town Council/Parks & Open Space Commission retreat by Mayor Thompson. The Mayor had noted that the Tiburon Ridge Trail proper was well signed and delineated, but that the Commission may wish to focus on the spur trails and pathways that fed into the Tiburon Ridge Trail. The Commission agreed that this was a good approach, and directed Staff to prepare some large-scale maps showing the location of the spur trails for consideration at a future meeting. Planning Director Anderson stated that the Town might be able to use fairly new aerial/topo maps to provide better maps than are currently available. He added that it could be some months before the maps will be ready.
Prioritization of POSC Projects (as suggested at TC/POSC workshop) (Discussion)
Planning Director Anderson solicited suggestions from the Commission on how it would prefer to structure this process. The Commission recommended that the list of projects developed last year for during the Proposition 12 discussion would be a good starting point. The Commission directed that these lists be redistributed to the Commission for discussion at its next meeting.
Lanes & Paths Ad-hoc Committee Update (Oral Report)
Commissioner Lindquist and Planning Director Anderson provided an update on the Committees work to date. The Town Council had allocated $10,000 to the project for the preparation of title reports and survey work. The Town Attorney would await the results of those efforts before initiating any quiet title action. It was critical for the Town to know the precise boundaries of the lanes, determine what type of facilities and/or encroachments were built within them, and determine whether the maintenance and ownership of such facilities would pose problems.
Correspondence received regarding various grant programs.
The Commission expressed its concern that the Town was not taking full advantage of the multitude of grants currently being put forth by federal and state government agencies. The Commission voted to have Chair Burgin write a letter to the Town Council, on behalf of the Commission, urging the Council to allocate resources in the upcoming Town budget for pursuing these grants. This could entail a grant writer or money to pay for consultants to prepare the grant applications.
SUBCOMMITTEE REPORTS
The Belveron Park Subcommittee indicated that it would return with recommendations at a future meeting.
The Multi-use Path Subcommittee reported that numerous signs had been removed in the latest effort to de-clutter the Lineal Park of unneeded signage. The effort was deemed a success. The Committee also noted that the new drinking fountain at South of the Knoll Park did not have a separate spigot at the bottom for children to wash their hands and feet. Lack of a separate spigot leads to clogging of the drain. It was suggested that a spigot be installed on the fountain at South of the Knoll Park similar to the one that is near the permanent restroom building. Staff was directed to make these concerns known to the Public Works Department.
The Tiburon Ridge Trail Subcommittee requested that Staff distribute to it the current map and text available to the public showing the Tiburon Ridge Trail alignment.
