Chairman Smith called the meeting to order at 7:35 P.M.

Present: Chairman Smith, Commissioners Collins, Greenberg, and Snow
Absent: Commissioner Stein
Staff Present: Senior Planner Watrous, Director of Community Development Anderson
and Meeting Recorder Hennessy
PUBLIC QUESTIONS AND COMMENTS There were none.
COMMISSION AND STAFF BRIEFING
Senior Planner Watrous stating the draft EIR for the Tiburon Glen project will be circulated on Thursday, August 29, 2002. The EIR has been scheduled to be heard at the Planning Commission meeting on October 9, 2002.
CONSENT CALENDAR
1. Minutes of July 24, 2002
Commissioner Greenberg requested the following changes:
Page 3, last sentence, to read: Mr. Moss stated the height of the one story element of the homes
Page 4, third paragraph, eliminate 20 foot.
M/S, Greenberg/Collins (3-0, Snow abstaining, Stein absent) to approve the minutes as amended.
PUBLIC HEARINGS
PARENTE PRECISE DEVELOPMENT PLAN: TO CREATE FIVE BUILDING SITES ON A 10.3 ACRE PARCEL; PARENT ROAD/ANTONETTE DRIVE; Amerippon, Inc., owners; Phillip Moss, applicants; Assessor Parcel No. 038-111-16
Chairman Smith opened the public hearing.
Phillip Moss, applicant and architect, asked for a 60-day continuance. He stated that there were other options for them to look at other than the three lot proposal, and they have not had enough time to prepare another proposal. He stated they needed to evaluate size and location of houses, drainage, roadway, grading, etc.
In response to Chairman Smith, Mr. Watrous stated that if the revisions address the issues raised in the EIR and by the Planning Commission and has lesser impacts than the proposal evaluated in the EIR, the revisions would be considered part of the same application. If the revised project design involves other issues not addressed by the EIR, additional analysis might be required. If the applicant is making good faith efforts to address comments made by the Planning Commission at the last meeting, Staff would support a continuance.
Joe Donahue, President of Residential Buildings Association in San Francisco, stated that the developer of this site requested information from him regarding the associations request to the State legislature to change how jurisdictions handle land use. He anticipated that land use regulations will become totally, radically different as a result of such legislation.
Mr. Watrous stated a 60-day extension would place the item on the October 23rd agenda if the applicant is ready. Staff will send out additional notices to the neighbors to inform them of the finalized date. Mr. Watrous stated also stated that if the intensity of the design is increased the EIR would have to address those changes.
Chair Smith closed the public hearing.
Director Anderson stated that Staff would very carefully determine whether the new application was a totally different application, and all necessary legal steps would be taken.
M/S Collins/Greenberg (4-0, Stein absent) to continue this item to the October 23, 2002 meeting.
