SUBJECT: CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2003/2004: REVIEW FOR CONSISTENCY WITH THE TIBURON GENERAL PLAN

 BACKGROUND

Government Code Section 65103(c) stipulates that the planning agency of a city or county shall:

Annually review the capital improvement program of the city or county and the local public works projects of other local agencies for their consistency with the General Plan.

While this responsibility has been delegated to Town Staff for many years, the Town is considering instituting the practice of having the Planning Commission annually review and comment on the Town’s proposed Capital Improvement Program (CIP) for the upcoming fiscal year. The purpose would be to keep the Planning Commission better informed of proposed major capital projects and priorities, and to receive feedback on those proposed capital expenditures. Of course, the Planning Commission receives a copy of the Town’s budget document each year, but only after its adoption. Public presentations of the entire budget document occur each year before the Town Council.

ANALYSIS

The Town of Tiburon’s Capital Improvement Program consists primarily of proposed physical improvements to public streets, public drainage facilities, public buildings and public parks. While the Town’s CIP forms only a small portion of the Town’s Budget document, the amount of money involved forms a substantial portion (approximately 14%) of the Town’s operating budget each year. The draft CIP portion of the budget is attached as Exhibit 1.

For fiscal year 2003/2004, the Town envisions a total CIP budget of $815,700, distributed as follows:

Street Improvements: $476,700

Drainage Improvements: $212,000

Parks & Public Buildings: $127,000

TOTAL $815,700

RECOMMENDATION

The Planning Commission should review and make any comments or recommendations on the proposed Capital Improvement Program. Staff will forward these to the Town Council in time for the annual budget hearings.
